It depends on the seller, but for the most part salvage lots on liquidation.com are pretty much trash pickins. Avoid it. You'd be doing good if you got a lot that only 3/4 were dead. Some suppliers I've seen on there will tell in the listing that all of it was tested and is bad.
Keeping that in mind, I bought a gaylord of 10/100 3Com hubs as salvage. The listing told what was wrong with them. 99% were repairable and I sold all but 20 of them for more than 10x the cost. The remaining 20 I kept for my own use and friends/family that need one or two.
