eCigarettes - Do they fall under the category of selling tobacco?

I am thinking to maybe look into the business with e cig and e juice .

I have a question about license .

Since i will be soon applying for tax id and business license , is having a website with e cig and e juice have to be under category of selling tobacco ?

Or just wholesaler license.

Some of e juices have between 35 and 0 mg of nicotine .Thanks
