I think that means the serial number on the outside of the box doesn't match the serial number on the back of iPod. This would tell me that they aren't authentic Apple products because they most likely just ordered a large print run of the boxes and used the same serial number on each one so there would only be one setup charge.
A refurbished iPod purchased from Apple comes in a generic white box, not the original retail packaging.
