There are 3 types of Paypal accounts:
Personal, Premier, and Business.
Personal accounts are obviously, for the personal use of individuals. They can accept a maximum of five (5) credit or debit card funded payments each year and are assessed with a transaction fee. Other payments received will not be charged a fee.
Premier accounts are for those members who have a high transaction volume, and would like to have access to Paypal’s Core and Premium features. Premier accounts are allowed to operate under individual names. Unlike Personal Accounts, premier account holders can accept an unlimited number of debit or credit card payments.
Business accounts are defined for businesses. This will allow them to operate under a group name or a company. It will also enable them to accept payment from buyers without PayPal accounts. Business accounts can also accept an unlimited number of debit and credit card payments, like the Premier account.
For both Premier and Business account, all of your receiving transaction will be charged a fee. If you're running a business and need to use Paypal in receiving payments, a Business or Premier account is absolutely necessary because they allow you unlimited number of times to receive credit card or debit card payments.

And to answer your question, yes, especially if you have a high volume transaction, you can easily apply for a Premier Paypal merchant account. :)
