I worked at eBay for 6 1/2 years, and helped resolve dozens of suspensions for eBay users, so I may be able to help you.
First and foremost, eBay now allows suspended users to call them and try to resolve their suspensions, so that should be your next move:

As you move through each menu, select the options related to Trust and Safety, resolving account issues or suspensions, or similar options, and if all else fails, once someone finally answers the phone, ask to be transferred to Trust and Safety to resolve your suspension.
First, you said you didn't know why eBay had suspended your account, but then you said that you had contacted eBay and that they had instructed you to fax in some documentation, intended to verify your identity (driver license or other government-issued ID) and address (credit card statement). This means that you were probably suspended because eBay suspected your personal information was falsified, fraudulent, and/or associated with a previously suspended account.
So as soon as you faxed in everything eBay requested, and eBay verified that it was legitimate, accurate, and not associated with a previously suspended account or questionable activity, most likely your account would have been reinstated very quickly. But since your account still hasn't been reinstated after all this time, eBay may have been unwilling to accept the information you faxed in as being legitimate and justifying your reinstatement. Either that, or perhaps you've been sending your information to the wrong fax number. In any event, calling eBay should resolve the problem.
If eBay decided not to accept the information you faxed in, they would definitely have sent you an email regarding this, letting you know that your information hadn't been accepted, so if you never received such an email, you may need to check your spam or bulk email folders for it.
Above all, similar to what others have already told you, DO NOT UNDER ANY CIRCUMSTANCES register or obtain a new eBay account and thereby circumvent your suspension.
If you do so, when eBay finds out (and believe me, they WILL find out), not only will your new account be suspended, but your previous account will never, ever be reinstated, no matter what.
As a side note, EBAY NEVER USES ANYONE'S PRIVATE DATA. They would never do anything so foolish. They make enough money already; they would never risk everything they've created by breaking the law.
