You seem to be just focusing on what is not permitted for some reason and completely ignoring what is permitted (as outlined on that page)
For example, and this is a direct copy and past of the part of the policy that permits dropshipping.
Drop shipping, or allowing a third party to fulfill orders to customers on your behalf, is generally acceptable. If you intend to fulfill orders using a drop shipper, you must always:
1. Be the seller of record of your products;
2. Identify yourself as the seller of your products on all packing slips and other information included or provided in connection with them;
3. Be responsible for accepting and processing customer returns of your products; and
4. Comply with all other terms of your seller agreement and applicable Amazon policies.
Just follow these basic rules and dropshipping is fine on Amazon, as indicated in thyeir dropshipping policy.
Now there are two exclusions which you are already aware of, but they should always also be followed, along with the terms above.
