As for the sites you asked about, both are based in China so that means the products they are selling are NOT authentic.
Plus the second site that sells Moncler jackets is on Moncler's the list of unauthorized websites - Link hidden: Login to view
I haven't personally used them but I would not be confident in recommending them to you either.
