I am so sick of the people that bid on my item but never pay. As you all know seller get charged for 5% final sales value soon as the item is sold, but these people bid on it and refused to pay...so i ended up paying for the final sales value and the insertion fee for nothing. Now i have about 7 disputes opened and waiting for buyer to response.
I am just thinking could it be other sellers that jump on their random account to get rid of their competitor, if thats true it is really shit. I don't want to block low rating buyers because some of them are valued customers. What i can do then, can't ebay do something about this???

As you have clearly identified, non-payers are a giant pain in the rectum, but part and parcel of dealing on eBay unfortunately.
All you can really do is set your payment period to that of eBay's minimum, which is 96 hours. After that period, if no payment you file a non-payment dispute and if there is no resolution to the outstanding payment after a further 4 days of that running, you can cancel the dispute and receive a return of your final value sales fee.
I wouldn't personally suggest placing tight restrictions on new eBayers, that can hurt your sales more than help them. Everyone experiences the same thing, and depending what it is you are selling, some experience a higher rate of non-paying offenders.
I would suggest including your bidding conditions on your listings, make them quite clear and highlight the fact that you will file a dispute if they are not followed, and that dispute can cause the buyer to be both banned from your account from further bidding, and even worse can be banned by eBay themselves.
Of course that won't stop people out for a bit of sport, trying to take down as many listings as they can, but it does put the genuine, but slack buyers on notice!
